80% of the Feds would probably choose Defiants, but knowing the denizens of the STO boards, at least 70% of the whole population seem to go with Fed fleeters. So it could probably make up more than half the total player-controlled fleets of the game if this became true.
I'm active within a Romulan fleet (although I don't plan on getting the game) with the promise of players being able to make their own mods. I can even supply wireframes for the fleet "modders" to build on.

Here's the "chain of command", with its associated tiers:
Tier-I player: Lieutenant
Tier-II player: Lieutenant Commander
Tier-III player: Commander
Tier-IV player: Captain
Tier-V player: Admiral
It's a bit ridiculous, I would have preferred Rear Admiral or Fleet Captain as far as tier-V players are concerned.
Even so, Tier-V players will have about half the possible skill points spent when they get to the promotion earning them the final tier of ships.
