The other Deadpool is basially Wade. Or to be more specific a bunch of Wade's body parts he's lost over the years that were put together and healed into a more rutheless version of Deadpool. This Evil DP has the same abilities and equipment as the original. Here's an example of what he's capable of.

More of a healing feat. Deadpool's CIS takes the better of him as usual so he gets a couple of wounds. He wins the fight without much trouble once he's done messing around. For the record, the guy he's fighting is no joke. He held his own against the serpent society and managed to stop Taskmaster.

Damage soak
Without his healing factor gets stabbed by Deathlock Prime's laser claws then punched so hard his face gets deformed. Is fine in the next pannel.
Pain tolerance
Again no healing factor. Wade is tortured by Black Omega. Psylocke senses the pain he's in and is shocked. Doesn't seem to bother Wade though. Nothing compared to what they did to him in the Workshop.
Deadpool (No HF) VS Daken, AOA Blob, Omega Black.
Once again proving he doesn't need a healing factor to kick some ass. Even while weakened by cancer.
