Travis may have the beam "katana", but he doesn't have a connection to the Force. Starkiller stomps.

galen cant use the force.

Ohhh, my bad. Didn't understand that part of the ruleset. I still say Galen wins. I think he's got a better fighting style. That, and the fact the beam katana needs to be recharged every so often.

If you take away Galen's precog Travis stands a chance, if he gets a lucky shot in.

Galen is probably faster.

It's not just precog, Galen also spent countless hours training and honing his body and fighting style. Even without his Force capabilities, he still takes this in a stomp.
