Can a powerful enough disruptor effect the Speed force?

Would it have to be somebody of his power level? I am not trying to sound silly but what about Scrambler the Mutant if he could get into contact with Flash?

Scrambler would most likely die.

Imo, even the abstract-type characters would be incapable of mucking with the SF itself.
