He's yelling enough when Surfer refuses to yield. He's all arched backwards and letting go and falling to Surfer's level(just look at the difference in how Loki's standing over Surfer[made evident by the position of Loki's head and both men's hands] in the last panel of the page before) and letting go(just look at his right hand) and in the next panel Surfer's back on his feet and Loki looks like he's crouching or something(I'm sure opinions will vary on that though). Now to me, that seems like it played out so that Loki backed down after he realized that he'd gotten himself into a bad situation and starting losing the game of "mercy", but you're free to disagree.
And I didn't see a single indication that Loki was adding his power to Surfer's at that point or that there was anything other than an attack going on right then. He was still testing Surfer and sceptical as to whether or not Surfer was the right man for the job up until that last panel so I don't know why you'd think that.
