I didnt mean have him chase down Thor again. What I meant was couldnt loki just play mind games with Surfer again. I beleive Surfer could be controlled by Loki.

Seeing as the Surfer is lying on his knees, it hardly looks as if he was having an upper hand. Regardless, Loki was adding his own power to the Surfer's. And I didn't see a single indication that Loki was adding his power to Surfer's at that point or that there was anything other than an attack going on right then. He was still testing Surfer and sceptical as to whether or not Surfer was the right man for the job up until that last panel so I don't know why you'd think that.
