Comet, Captain Marvel (DC), Count Nefaria, Damien Hellstrom, Etrigan, Evinlea, The Fallen One, Firelord, Firestorm, The Flash II (Barry Allen), The Flash III (Wally West), The Flash IV (Bart Allen), The General (Shaggy Man), General Zod, Gladiator, Green Lantern (Guy, John, Katma, Kilowog), Hulk, Hyperion, Ikaris, Imperiex Probes, Juggernaut (Classic), Kid Omega, Lobo, Loki, Magus (Post-IG), Martian Manhunter, Maxima, Metamorpho, Mon-El, Morg, Nate Grey, Orion, Rachel Summers (Phoenix II), Red Shift, Sentry, Sersi, Shaman, Skreet, Supergirl, Supreme, Terrax the Tamer, Void, Waverider, Wildfire, Witchfire (Demon Form), Wonder Woman

Very few can win every encounter, but quite a few can take the majority imo.

Barry Allen or Wally West, Guy Gardner, Alexander Nero and Skreet should take a clear majority in my opinion.

Black Adam, Captain Marvel, Damien Hellstrom, Mon el, Morg, Nate Grey/Cable and Void are characters who would either stalemate or win 6/10.

You honestly think, Guy Gardner, Alexander Nero and Skreet can hold victories over Bill more often then not?

Guy Gardner's the shit.

Skreet has crazy durability and was able to deal massive damage to Fallen one.

Alexander Nero? Maybe I was wrong on that one. He's more a maybe now that I think about it.

Orion, GLs, Wally, Barry, Bart, BA, CM, Zod, Glad, and a few more can all fight him effectively. Maybe not beat him easily but still.

He can take most of them though Flash would take a majority, and hed have a hard time against guys like CM/Glads/BA (though he might edge those fights)
