I have a question

I need to confirm some of my information before asking my question...

This information is based on the books, NOT the movies:

1. the 9 rings for mortal men (eventually) turned them to wraiths.
2. the 7 Dwarfish rings were recaptured by Sauron.
3. the 3 Elven rings were kept from Sauron and not used because the Elves (after wearing them once) understood the rings (and Sauron's) true purpose in them.
4. Elrond protected Vilya (gold with blue stone)
5. Galadriel protected Nenya (mithril and white stone)
6. Gandalf is not an Elf (though I don't think it ever says what he truly is)
However, he has Narya the Great (with a red stone)

My question is: how did Gandalf, who was not an Elf come into ownership of the 3rd Elven ring?

Not all the Dwarven Rings were recaptured by Sauron- four were consumed by dragons.

Elrond inherited his from Gil-Galad, slain (by Sauron) at the Siege of Barad Dur.

Cirdan and Galadriel were the original recipients of the other two- as said, Cirdan gave his to Gandalf.

But I believe the Elves did use their Rings- much of their power comes from them. Which was their dichotomy in the War of the Ring- should Sauron win, they would be doomed, but should Frodo win, the source of their power would go as well. Which is why they all packed up and went west.
