I don't know about the canon durability of Arbiter's armor, but in order for him to manage Wesker, it has to endure Wesker's attacks.

Arbiter was easily defeated by a wounded Sergeant Forge that drove a knife into the side of his face. What chance would this Arbiter have against someone like Wesker? Real smart for the Covenant to not add face plates. And they say aliens are smarter than humans.

the arbiter was just toying with forge, otherwise forge would've became human sushi for grunts. Still pretty sad Forge was able to tackle him.

Well the Covenant do not expect the Arbiters to survive their missions. That is why they fit them with low technology.
