He was captured by the General. I don't recall it saying that the only reason Mastermind powers could work on him was because he was weakened. Emma even said that he didn't train his mind for that kind of attack. Even Mastermind saying that his powers worked better on strong minds didn't hint at that either.

Venus power is NOT telepathetic and she is part of the Olympians therefore magical being.
Again Venus is not an actual God she's a Nymph pretending to be the real Venus who worked for a magazine. Heck Jeff Parker even said that we should expect the real pissed off Venus to show up in Agents of Atlas. Her powers effect the mind hence the reason why they can be blocked out with ear plugs or by another telepath.
Also Emma asked Bob to let her in his mind in New Avengers.
Emma needed permission?? You have taken it out of context. Emma did not need permission to enter Roberts mind over here:

And I believe you're referring to this scan:

In context she means that Reynolds needs to come to terms with his own inner demons hence the walkthrough in his mind. "You have to do this". Only then will she unlock his Sentry powers. The entire issue is about Emma trying to convince Robert to become the Sentry again and accept that he's the Void. Why did she say it was too dangerous you ask? Because he was having a breakdown and giving the powers of Superman to a man having a breakdown is a dangerous and stupid thing to do. It's that simple.
After the walkthrough she unlocks his powers:

Not to mention that Sentry was able to break Strange's mind targeting black magic spell
Dr. Strange and his telepathy is different, if you read the New Avengers Annual #1 of last year it looks like his actual telepathy has been retconned. He needed to use a much more extravagant and complicated backdoor way to read memories and says he doesn't have telepathy.
BTW Didn't Robert Grayson also manage to read the Sentry and Norman Osborns mind in Agents of Atlas?
