Normal damage isn't deadly against Ice types.

water spout is a water type move... normal damage meaning not 'super effective' nor 'not very effective'

Water Spout is a move that weakens Fire's power. As in, flamethrower does less damage, which is actually a good thing for ice types.

So yeah, Wailord loses its first match against Froslass because Froslass has Toxic Spikes and Wailord is stuck with it's water moves.
