This really depends on starting conditions and what "version" of Luke we get.
If there's sufficient distance surrounding them, best-case Luke can essentially kill an arbitrary amount of them if we ignore logistical issues like food and sleep (cloak + telekinesis).
If we're talking about a surrounded Luke in his weaker showings, 20-30 might overwhelm him.
