No, Sise-Neg just recreated the universe, he had to go back through time to gather magical energy to do so, in the process he encountered Shuma-Gorath and sealed him in another dimension (a dimension outside of the universe that he remade, he said he couldn't kill Shuma because Shuma could absorb his energy)

He recreated the prime universe (Earth 616) starting from the beginning of time. All the other divergent timelines go with it (the multiverse).

Yes, and then after he recreated the universe, it was revealed that he was the first one who banished him and that's why he was trying to get back. So Shuma was not reset along with the rest of the universe
