I'd focus funds into research and harvesting my own blood to work as a safe omni-cure for all diseases, paying particular attention to ensure no one suffers gamma poisoning or unexpected mutations. Provide immediate and total support to anyone that does.
Immediate and total support and aid to areas and victims of natural disasters.
With my blood harvested on an enormous scale, global health care will be completely free, as basically all health concerns can be answered with a single dose of my blood.
Severely lenient copyright infringement laws; no ten year sentences and unlimited fines.
Truly unrestricted freedom of speech, except that which is deliberately intended to cause civil unrest, rioting, or otherwise deliberately endangering innocent civilians.
More civilian rights concerning law enforcement, but more thorough trials.
One global government, run by an elected council, but I maintain complete unquestionable rule, and my word is final.
Anyone breaking my laws gets smashed. Anyone that questions me gets smashed. Anyone that intentionally hurts innocent people gets smashed.

Then, I go to Ottawa, Washington and London and force them to send soldiers to rebuild the contry. No, I meant that under my own supervision and under threat of smashing, I'd have the top scientists in the world gene-treat samples of my blood to prevent my blood from poisoning or mutating people. They could easily sort out a one-time healing factor, enabling my blood to be used as a general medicine. It'd be gene-treated until it's only active property is the HF. And I'd keep watch, too. If anyone stole any un-treated blood samples, I'd use my beefed up intel-departments to find them, and I'd smash.
