Well, it is a continent. It's just not really getting wrecked, at least not what I consider 'wrecked'. That laser(Light of Judgment) can easily wipe out small towns, but not continents.
From what I gathered it took him about 3 seconds to start the laser, one of two of those seconds and Kefka would be dead anyway from anyone in this battle other than Kratos for obvious reasons.
Then youve got the fact the beam itself is just that, its just a laser moving across the ground. It didnt wreck much of anything in that image, just could of hit grasslands nad caused a small forest fire for all I know. It hardly looked like a populated area or large urban environment.

Yea, Kefka was just firing the laser randomly to show off his power. And because they pissed him off with saccharine bullshit about friendship and love. And because he's batshit insane.

Yeah, not much more than that. But I daresay that anyone in this thread that gets hit by it will get their shit instantly ruined.
EDIT: As you can see, it's fast as hell. It just takes a few seconds to charge up.
