However, it is quite clear Hulk was indeed a babbling idiot. That's the way Jack Kirby originally wrote him. However, Dr. Bruce Banner is a respectable well liked character. He's the opposite of that atrocity of Hulk. Jack Kirby wrote the Hulk quite perfectly.

Jack Kirby wasn't and isn't the only person to write Hulk, you do realise that.
As I said, don't judge a character based on one writer. Regardless of what he was intended to be, he has changed.
That said, Hulk was never what you'd call an idiot. He was never stupid, because that implies actual idiocy. He was just savage.
Besides, isn't this comic books? Not cartoons/shows? Cos I can just grab Adam West with his shark-repellent spray; idiocy indeed.

For all his skill with numbers and science, Reed Richards is still kinda dumb in the people skills department.
His whole rationale behind Civil War, was an equation he believed predicted the future of all crimefighters, and collateral damage that would happen? Wasn't exactly right, was he?

Ahhh...the wonderful shark repellent comments. Well, once again it shows the supreme intelligence of Batman. He was flying into the sea and as usual prepare for any sea creatures. He packed the Bat-copter with Barracuda, Whale, Manta Ray, and most obvious the Shark repellent...Once again Batman prepares for everything...yup reading Hulk gets "smash puny tanks" mentality.
