Aside from the fact that we've never seen what Krauser was capable of as a human, he was still defeated in mutated form by humans.

You've never played RE4? He fought as a human before that arm mutated.

He had a machine gun, fire explosive arrows, move pretty fast, and jump high.

If that counts as mutated to you, then Ocelot wins.

He was a mutant throughout his entire role in the game; that arm was just a transformation. He's shown even prior to transforming his arm to have enhanced abilities.
