Darkseid was a New God, but Dark Khan isn't necessarily. Merging with another being isn't necessarily all strengths, but can probably retain weaknesses as well, or even have new arise.

Or has it been specified that Dark Khan is considered New God?

No, but he has shown a level of power Darkseid has not, merging universes, mentally controlling everyone in the merged verse, was able to destroy it, etc.

New gods do not exist beyond time, their home/world exists beyond time, the entities themselves do not.

You may be right, I will not pretend to know for sure, one of the more knowledgable comic fans should clear this up.

Personally I took this information from an old memory of reading it from the DC comic database on New Gods although looking again I cannot find it, I remember this argument cropped up at another time however.

But Q is correct, being half of someone or something does not necesserily give you all that halfs powers, or even most of them.
