I am going to go with heralds, because their powers do not change between useless and all powerful. For example Rachel has problem beating street thugs (even with phoenix force) and sometimes she is taking down Galactus and other cosmic beings.

Is Mister M, Darwin, Mysterious Fan Boy, Mad Jim Jaspers, Proteus, Mikhail Rasputin, New Sun, Marvel girl, Legion (or what was he called again - Xaviers son) included in Omega mutants? If they are then Heralds lose.

Cable could do pretty much whatever he wanted when he got rid of techno-organic virus in Cable & Deadpool.
