Are they both using wheelchairs? Xavier is probably one of the fastest person on a wheelchair. He has more experience than Oracle. Also Beast has probably tuned up the wheels.

Charles win around 8/10 depending how steep the hill is and how long distance. Oracle has more stamina.

Anyways, Xavier was supposed to be pretty physically strong even while in the chair... water aerobics or something. He can probably roll faster.
