HE is cool, Reed is cool, Thanos is cool, Doom is cool. Henry Pym and Black Panther are pretty damn competent themselves but they don't hold a candle to Metron, Braniac, Alexander etc.

X had made cerebro that could kill almost any human/mutant.
Apoc is not lame he has tech so much superior to Luthor.
Beast is one of the top dogs in MU intelligent wise.
Forge can just make a UN.. game over.
Octavious is noly a chump because hes a spidey villain.
Leader is one of the top dogs in marvel as well.

You will notice that in my own list I didn't put Luthor, he's amazingly good but he's not near the top dogs in DC universe (IMHO).
Cho is a quantum computer, still has no-shows to make him an uber prepper. Magneto did something to kill all humans? Who HASN'T? Cerebro is not nearly as impressive as the Miracle Machine, just to name something. Apoc has CELESTIAL TECH, that doesn't make his use of it nearly as good as Celestial's (Luthor had access to Apokolipsis tech though). Beast is smart but not in the league as the real nasty players. Even if Forge did the UN, he cannot use it to full effect, it needs an SMART MIND, not just a mutant power guiding it. The rest haven't done anything to warrant a mention.
Bottom line, there is Brainiac in this battle. Apoc has no chance to win.
