No, by Marvel standards, he's a mutate. A normal person whose DNA was mutated by an outside source, in this case, intense gamma radiation that should have killed him.

Colossus, Wolverine, Psylocke, etc... = Mutants
Hulk, Abomination, Graviton, Leader, etc.... = Mutates
