The OP said strictly H2H, obviously meaning no trick devices -- hence WW not getting either her lasso *or* bracelets... so Herc doesn't get his jewelry, either.

They have essentially equal feats of strength (Herc busting through thick stone walls, knocking out/fighting giants, and holding up impressive boulders/whatnot; Linda's WW stopped a jet from taking off, busted through a concrete and stone bunker, stopped a tank dead in its tracks, etc.). Herc is supposed to be a highly skilled fighter, but WW has the edge in agility and finesse (much as Xena does over Herc), and is faster; while Linda's version/production team didn't have access to the effects that Lucy's/Xena's did, her WW was established as being able to do many/most of the tricks that Xena could (a number of episodes showed WW displaying impressive acrobatic skills at a superhuman level). Both Herc and WW have about comparable stamina, and resistance to blunt force attacks, with both being more vulnerable to edged/slashing attacks/weapons (though this latter point won't matter in this battle). The TV WW should, however, have the edge/advantage in terms of experience/training, as "show-for-show" comparison, he's only a few decades old, and relies on his strength/"heroic prowess", while she is over 2,500 years-old, and has been training for all that time.

Final analysis: Linda over Kevin: 6-7/10, due to superior agility/finesse, and a slight (narrative) edge in conjecturable combat skill. That makes for a general win, for quick reference, but still leaves credible wins for Herc, given his prowess/ability. (Note: this still holds up -- without bias --the general maxim that "Wonder Woman defeats Hercules", though perhaps not quite to the ratio that might play out in comics... but still, it holds up.)
EDIT: To clear things a bit/look at them from a different angle: essentially, this is Xena vs. Hercules, but with Xena having Hercules' strength in addition to her own abilities -- who would *you* imagine wins in that scenario? (While not demonstrated greatly in the WW TV show, Diana *also* had pressure-point knowledge/skill, a la' Xena, which she demonstrated in the episode "Anschluss '77", where she used techniques she "learned centuries ago from a Chinese doctor" to help heal Steve after he was injured in a fight. Narratively different, but contextually similar to Xena...)
