Yep thats the one. Its what makes those robotty vocal sounds.
Its basically a pitch correction system singers cheat with.
If it doesnt have to correct by much, it sounds like the voice is minimally affected.
But if it corrects a waaaay out of tune note, it can derform the vocal like you heard on the chorus of that song. It was old and irritating approximately 5 minutes after Cher recorded that irritating 'Do you believe?' song with it in the 90s. Even when used "subtly" it renders performance soulless...with none of the human imperfections and quirks that make a singer identifiable.
