Which side wins?

h2h only? team one .With gear team 2

they all can bring whatever gear they want.

Team two wins then.

i know panther brings some gear, but what about the others?

Shang still has his chi amping abilities.

he can take dragon? he has some chi stuff as well.

Not in straight h2h in my opinion but with chi amping yes

Dragon can sense the flow of chi, he doesn't really have any abilities.

Team one has the skill edge over all, but I think team two should take the majority. Shang-Chi will take Dragon, Black Panther's superior stats and armor should allow him to edge out Shiva or Tiger even without his more advanced weaponry, and DD should be able to hold of Shiva or Tiger long enough for reinforcements.

i see dragon and shang to be roughly equal in the skills department. and both can win at any given moment.

Maybe if we only take into account Deadly Hands and Master of Kung-fu, but even then Shang-Chi would get the slight majority; but Shang-Chi's abilities are too much for Dragon right now, he'd have a clear advantage.
