I agree. Even if Zeus is the leader of the council doesn't immediately equate to him being the strongest. Exitar takes orders from Arishem but Exitar is Arishem's superior in terms of power.

The avengers humiliated him before. I see Odin literally decimate the avengers. Thor was also in terrible shape during that arc and holding back. Most of the times the avengers were trying to make peace while Zeus kept flipping out.
