there are two different ways power levels where read the scanner(saiyens) and what they used for ssj goku in the buu saga(he was 800 in ssj form) so it gets really confusing on power lvl in buu saga broly(movie 8) was some time before the androids started theyre rampage and was most likely equal to cells 2nd form the reason he had green ki was the same reason why some the same reason some have yellow or blue ki but his ssj stage as you call it where his hair is sorta green is actually just restrained ssj form his unrestrained ssj form is showed in the flashback n is like all other ssjs his final forms limit was never seen but given the fact that the longer saiyans battle the stronger they get plus brolys power naturally grows he might not have a limit so in other words he has no set power lvl as for cell and buu they where both far stronger than broly cell was weaker than a ssj2 but not by alot while broly could got beat by the brother kamehameha (at the time gohan was weaker than when he fought cell and goten hadnt trained in the hyperbolic time chamber so they where pretty weak) but like i said given enough time broly could beat ssj4 gogeta

ok here is what the answers that you was looking for over the period of time that this was asked, unfortunately i just found this and can now give you this info.
1.Broly dosent have an exact Power level. from Japan it was never determined but it took 4 Super Saiyan and a Super namek to temporarily defeat him. mind you he took a full powered kick from vegeta in the begining of the fight with little to no effect which would indicate his is at least one half to double Vegeta full power.
2 this isnt a canonical movie as that it goes along with the story, but if it was to be placed as a date it is to my knowledge that it is in the time when the Z Fighters where suppose to have the seven days rest before the Cell Games.
3. the device didnt stop his power from developing, it was only a inhibitor, way to control his mind and thus keep him from becoming more uncontrollable then when Paragras lost his eye. he had the device built only to control, not stop his growth. the device if anything made him stronger by only allowing him to have a little power in his transformed state.
4. its not an infection that makes his aura that color, all Saiyans have a natural aura color, such as vegeta's was blue until he became SSj. same as Goku. the Legendary SSj was a form that was so powerful that the only way to describe it was with the most powerful energy color known to humans(GREEN IS LIFE BTW for those who believe in aura and what not.) his form of Super Saiyan was basically normal in the "Second Coming" the form broly has is the perfect level of Super Saiyan the massive muscle was actually the only way to allow the huge increase in power and allow the user to live. not to be mistaken for trunks' form of ultra SSJ. this form doesnt sacrifice Sppe for power making it the most powerful level of SSj known to DBZ.
5. the second Coming movie took place while gohan videl, trunks and goten where training for the upcoming tournament. this is why they was all able to fly at this time. also they didnt kill Broly, the Sun killed broly, in fact their kamehameha didnt even effect him in his shell. that shell is impenetrable. they was only able to knock him back into the sun due to the fact that gohan was abel to tap into SSj2 as was goku by this time. his power was abel to be extended longer in his spirit body and without the mortal fatigue they was abel to push him away.
6. if you reall want a comparable group of fighters. for this then read www dragonball-multiverse com(you know how to fix this) its a fan based web comic but out of all the ons i shun on here. they make more sense because they dont break the rules with Saiyan levels that dont exsist. SSj 4 is the last Saiyan level due to it being a hybrid of both the Oozaru and SSj3 form. in it they had Vegetto go SSj 3 just to knock him out into space in a one on one fight. and it still didn beat him then.
7. and yes Bio-Broly was trash, not even a real Saiyan. its like the crystal skull movie, it never happened. lol.

king colds power was claimed stronger than frieza and goku was far stronger than 300,000 he was able to compete with final form frieza 25% so theres no way he way 300,000 he was just suppressing his full strength against captain ginyu plus he took damage so when healed he was stronger than before frieza-bot was actually stronger than 100% frieza becuz he said it himself ssj trunks was weaker than ssj goku trunks had just achieved ssj not long before he went back in time while goku trained nonstop for a year so i saw the website and well powers are very innaccurate if your pay attention to the show it contradicts itself power levels arent measured after final form frieza the scanner cant go that high

Power levels are outdated anyway.
Those power levels are supposed to be official for the movie characters, and Movie Gogeta has one as well. He's at 2.5 billion.

Assuming those PL's are canon, it was over a Billion, not trillions or higher. Though Broly could increase his power level, there was a cap he reached.
1. looking at gohan's and trunk's hairdoo, the broly movie took place most likely after they trained for the cell games but before the games itself
2. goku took on cell and was almost a match but decided that he'd loose in the long run.
3. broly beat the shit out of goku.
4. due to his body mass, i'm inclined to believe that broly is at ultra ssj2 levels. nothing majin vegita couldn't handle.

Trunks was the last person's powel level that was considered canon and that power level was 5. They never showed how strong cyborg freeza or king cold power level was. That is all websides personal opinions.

So while they aren't Akira Toriyama made, it's not like the movie was either, so it's about as good as you're going to get.
