I suspect Norman and Hood have more resources than Lex and are more formidable.

Hood has nothing at all nowadays apart from the Norn stones who's powers are yet to be defined I think

Yeah but I stated that Hood has all the resources that hes ever had, so he gets the norn stones and all his other magical powers.

Even without this Hood is allowed to use all the supervillains that he has in his coalition and the deadly dozen. Megatak has fought Thor and Sif at the sametime.
