Clayface, Joker, Poison Ivy, Riddler. And that's just Gotham. Cap is as good a fighter but he lacks Batman's intelligence and gadgetry. It takes more than just kickass moves to stop the more insidious, powerful, and clever criminals and villains. Not to mention when it comes to the streets a red white and blue costume is like a big bullseye. To say Cap would be a good candidate to clean up a city is folly, he's better off fighting Hydra.

He would already have a file on these guy's so he would do as good a job or better than bats!

A file? No sir. Nothing can prepare a person for Joker except experience, he has no protection against Poison Ivy, he wouldn't be smart enough to get through Riddlers traps, and he doesn't carry anything that could put down Clayface. He doesn't have Batman's awesome gear or experience and he's not well suited to be an urban crime stopper. Batman is better as an urban Avenger that's a fact.

Your right about the Joker but, Cap still kills bats enemys. (Joker included)

How does he beat Ivy or Clayface? And do you really think he's Batman's equal in stealth, interrogation, and intelligence? Do you really think he's as good at remembering every nook and cranny of a city?

So is Batman. Difference is that Batman is a bad mofo with years of experience on the streets, one of the world's greatest brains, and an arsenal of gadgets designed to defeat virtually any threat that comes his way.
I agree that Cap stalemates or beats Batman in hand to hand combat but in every other area (except leadership) Batman edges him out. Batman is way more versatile.

so much effort put into your list, how do you get it so wrong?

Elektra is probably THE single greatest human - non enhanced - Ninja on the planet. And Nightwing is at best the very low end of top 10 human - non enhanced - MA's on DC earth.

Not to mention that by his own scoring of Black Panther it makes no sense for him to be a ten overall.
