You have to remember that Surfer is able to manipulate matter and energy <E=mc2>. It's highly unlikely that that would occur.

You think Surfer can turn Flash/Zoom into gas? See it can work both ways like that.

He most certainly could if they didn't have the speed aura to protect them and he could hit him with the transmutation ray. It's highly unlikely to occur but it can happen. Now were is a panel of him turning someone to gas?

That would be out of character for him. He has turn rocks into gas but surfer doesn't have any organic limitation since he has been shown to affected many organic beings at a cellular level at the same time.

But that was just an example similar things could be to turn there shell into energy cocoon so they can't move , Trap them in his board things that don't require him to kill his opponents.

Going the speed steal or matter manipulation is not a good here.

It's part of the question set tho. Not asking if it would likely happen, just asking if it can.
