im confused at what abilites the super soilder serum gives people in this universe

to my knowledge it can give people different abilities, which i just looked up, i thought the whizzer got a type of serum and it gave him super speed....my bad, but i think i' gonna play this serum off as one that will react differently to different people's dna and blood, but for the most part people turn to cap'n america clones (power-wise)
btw what the hell is up with the completely white cap'n america with a nazi arm band?
