Hulk wins. He doesn't even have to enter World Breaker mode to accomplish the task.
In a great deal of threads, Thanos beating Surfer to death is used as evidence to prove his superiority to Heralds. I'd wager Armageddon was on par or very close to Surfer, and while amping himself with Hulk's energy, was completely squashed (Literally).
If his placement as a Herald is the reason why some posters have trouble giving Hulk the win, then don't think of him as a Herald.
