While Doctor Strange is very powerful, and could certainly counter or mitigate a number of her spells/powers, I think Karnilla just has the edge, being Asgardian and being second only to Odin in terms of Norse magic/mysticism...
EDIT: though I could see an arguement for Stephen having a wider nuance of mystical understanding than she does... but in terms of mystic muscle, I give it to her...
