i'd thing surfer could do it with time manipulation

runner would have the best shot... but i'm not entirely convinced he'd be able to react fast enough to hit zoom, if zoom were already moving at "full speed". *shrugs*

None of them but the ones who can also manipulate time. You can't hit a guy who makes you slower so he appears faster. That's like trying to hit someone who continually increases the distance between you.
