Odin doesn't exhibit himself as being stronger in or out of his realm...
Agamotto doesn't tend to leave his own... But based upon what ive seen of his relative power levels ( ie what power dr strange calls upon from agamotto) I'm lead to believe agamotto is above skyfather and it wouldn't matter where he is

Not necessarily. How do you know the runes would be synergistic with Odin's power in such a way that he'd be stronger with them than Thor was?

Rune King Odin would actually be weaker than Rune King Thor, since RKT had all of Odin's power + The Runes + His own power. RKO would be lacking that last one.
so its like this RKT: Normal thor with the Odin Force plus the Runes Magic
and here is RKO: Normal Odin with the Odin force(you know he knows how to use it better than thor) plus the Runes Magic and being a Wiser guy he could use ALL of its potencial....
in this case RKO is a more lethal force because the experience advantage of odin over thor... 😮💨

No. Just no. Odin already had rune magic. He displayed it so when he used Rune Magic to increase the size of his ravens and sent them to the Burning Galaxy. This is where one of them dies at the hands of Surtur. Odin has always mastered the runes. Thor had to blind both eyes to gain the same knowledge to master the runes and odinforce as Odin did. But unlike Odin, Thor's experience among mortal's gave him the ability to defy Those Who Sit Above and end the cycle of Ragnaroks which Odin and other gods could not.
Rune King Thor is either equal to Odin or slightly edges out Odin in power. RKO = Odin.
