Et for all we know this "cosmic muzzle" used by scathan could be a plot device akin to the ig, un, cn, etc....

All he did was turn his finger down... And lt said he was waiting for scathan to make his judgment iirc... Which means maybe toaa became involved after scathan made his decision... Who knows!
