Orion wins. More skilled, he's stronger without his MB than he is with it, and He's wtf faster than WWh. He doesn't even have to be touched if he doesn't want to. WWh would win a slug fest but not a hand to hand.

Orion Stalemates Superman in hand to hand. Orion has Superspeed. Healing, Vast Strength and skill. Hulk does not have Superspeed, he cannot Stalemate Superman in hand to hand.
