I referring right to switch scenario in Batman favor if people believe him unable to win.

Omega red wins all except in the city scenario. IN the city scenario it's pretty hard to guess since batman is left to his ingenuity to play with the resources of an entire city.

Even without pheremones, Red still has his death touch, and his tendrils. The guy is literally capable of bringing the entire city down around Batmanses heads.
