It's a viable tactic and to be frank, super speed is the deciding factor. If the fight isn't already over by the time Owen can react, Superman loses.

Actually Doom tried that against Owen once but it only worked because Owen was unaware of the full extent of his powers, and it was explicitly stated that if he had been it would not have worked.
