Yeah, there've been several. The current one, Jason Rusch, is still a teenager and learning the superhero gig somewhat. I'd give Zoom a solid majority.

Raw power =/= instant victory. Of course Zoom has had low showings (everyone from villain to hero has) but his typical showings make me believe that he could beat a very young hero who is still mastering his own powers.
