if we use his highest feats, is he any better of a threat? I mean wasn't hawkeye/bullseye giving angel a fight (at least seemed like he was)?

Bullseye gave mind-controlled Gargan a fight, too...
His highest feats are biting off Steel Spider's arm, technical win against Daken and Bullseye in a comic that can't be taken seriously and eating a Skrull and an Atlantean. That's all I can think of.
Take away the Venom symbiote. Make him stop taking those meds. Give him back Scorpion armor with a tail that can shoot projectiles. Then it would be a fight.

Issues? Him attempting to eat Herc's head was ridiculous, gave me a good laugh when I first read it. But once again, teeth didn't penetrate the skin. All he did was hanging on Herc. Like a hat. Gargan was treated like garbage again.

Same here. One of the few IH issues I read. Hilarious.
Herc. punches Gargan and Mac bites him and Hec. goes "AAAAHH!!" indicating he felt the bite. Hercules then slams him into the ground and then slams him into a charging Sentry....and Gargan is still biting Hercs. fist. The next we see of him he is swollowing Hercules head. I'd say Hercules was having issues with Gargan.
