How long did he have to create this gun? And after how many encounters with Galactus? As for the Reed vs Doom argument, ask yourself this: Is it harder to come up with a plan to take over the entire planet? Or to sit back and simply counter the person doing so after you see what he does? Takes more effort and planning to create a awesome plan than to simply react to one.
