Dirge of Cerberus, which takes place after Advent Children, shows the speed and power that Vincent is capable of. Here's a fine example:
And if you played CC you would see Sephiroth moves even faster than Chaos Vincent. You would also find that Super Nova is a real move\spell, and you find out it is his most powerful one.
If you also go by Dissidia, using the cutscene where he hits Cloud so fast, you cannot see his attacks or even in CC when he slices up a tiny part of the cannon for funsies.
