Nobody said that Joker isn't unpredictable. Again hes not more unpredictable than Dr Doom, Red Skull etc. People keep exaggerating. Interestingly enough he keeps doing similar stuff.

I dont think theres any proof that DS is strategically superior to Cap for example.
