Batman's boomtube gauntlets

Can anyone tell me which issue he gets these in? Also, why doesn't he ever use them (like on patrol)?

Good question! Gotta look it up...if I'm not mistaken it happen during Legends or Cosmic Odyssey. The gauntlets hold much energy and is like walking around with a bomb so I'm thinking editorial set them aside to avoid holes in stories.
