Liechtenstein has no external debt, I believe. But I think most of the other countries all have some debt going on.

Perhaps, but it is still a silly thing to say, since really usually they are paid to do exactly what they are doing too. My problem is not so much with talking back to officers (whether they are out of line or not), but that this phrase is silly, unrelated, rude and tacky.

Not quite. The stable, valuable currency of large nations is valuable to everyone. If a country like the US seemed in eminent danger of being unable to pay off its debt (and it's not, the US public debt isn't even in the top ten) other nations would bail them out in order to protect themselves from the fallout.
