surfer move in close Thor pound on him and fighting from a distance since this is NO CIS Thor just stands there and absorbs all of surfer attack and throw them back at him, drain the power cosmic out of him soul removel etc..

Reasoning? Both have fairly advanced energy manipulation and absorption, which makes pretty much anything go without CIS. Thor however has the luxury of making this stuff happen through Mjolnir, which does not require any kind of energy. Surfer however has to do this stuff himself.
