At one point in his history, Creel was imprisoned in a prison where the guards fed the prisons drugs in order to keep them compliant. Upon breaking out, Creel sought means to supply his drug habit, to that end he agrees to work for the Owl, the Owl hires Creel to kill off his enemies. Creel fails at this, and Owl discovers another way Creel can be of use to him.
Owl supplies Creel with a kilo of the drug they fed him in prison (presumably cocaine, although it's never stated specifically in the book). In Creel's drugged out stupor, he inadvertantly absorbs the properties of the drug. The Owl has his men blow Creel all over the walls where they scrape it into bags with the intent of selling Creel on the streets as a new designer drug:

The above mentioned "split" Creel from the Hulk comic demonstrated the ability to project his mind into other peoples bodies at will. It is unknown if the "true" Creel has this ability. It should also be noted that this version of Creel demonstrated an unusually high (for him) level of intelligence.
