Apocalypse did not necessarily create Sinister, but you are correct in stating that he gave him most of his powers.

That is simple not true. Sinister, by himself, without Apocalypse's help, added Courier's powers to himself, which include the "complete control over his body on the cellular and molecular level" ability, shape shifting and healing factor.

Apocalypse gave him energy projection, immortality, telepathy and telekinesis. That is it.
