I'll say Darth Krayt.Despite being 187 years old, his lightsabre skills were so good he cut down four elite Imperial Knights like wheat and beat Cade Skywalker (who had beaten Darth's Nihl and Talon). Cade only survived because his mother shot Krayt in the back. Not to mention that even before he became Krayt, when he was still A'sharad Hett he beat an enraged Anakin Skywalker (true, Anakin hadn't reached his peak at that point, but still impressive).

QFT.
Hell, even as Krayt he has yet to display enough feats to classify him in a specific tier. However, the feats he does have are pretty impressive (ie. toying with Cade, killing numerous IK's, etc.) Anyhow, despite his apparent death, I doubt we've seen the last of good 'ol crab-face... So we might be surprised with a few more feats before Legacy comes to an end.
kinda
^ Krayt supposedly died via Wyyrlok's lightning-sneak-attack. However, in the most recent issue of Legacy, his body came up missing:

So like I said, there's still a glimmer of hope that he's still alive.

No...Luke didn't fight Vestara in Backlash, and Vestara is only a sith apprentice at this point. While dueling him, Luke thought that that sith was a match for Kyle or Kyp.
Oh, and does DE Sidious count? If so then he's at 2.
Yeah I guess DE Palps was technically of the 'New Republic', so he should technically count. Damn loopholes. 😛
