I'm sure the continual bombing of oil pipelines for the last 7 years has helped matters as well.

who would be administering the torture and how would we know who delivered the tapes...

I'd assume they go about it in some less than idiotic fashion, perhaps covering up their trails. Like moving around a lot, and not personally delivering the tapes to the military. I could even imagine some sort of post system and middlemen being in place, making it pretty hard to trace generally, let alone in a foreign country.

It was Al-Jizeera (sic?) that got the tape, and they are not accountable to the US in any way.

So, anyway, the tapes are never the originals.

They are always 2-3 copies removed, have been done as generically as possible to avoid being traceable in anyway, are released a month or two after they are made...sometimes much longer (so that even if the video's geographic orgins can be surmised, he has plenty of time to GTFO), are done through a haphazard chain of custody that is almost random: it comes from a person whom got it from another, and from another and so forth.

It may even be more complicated than that, but I do know that it runs something like that.
